The SEC requires all FINRA-registered organizations to report their short positions twice a month: on or about the 15th and on the last business day of the month. The SEC then publishes this information a week and a half later.
In other words, if you're reading this data on February 1, you're seeing positions as of January 15.
Use this information wisely; a lot can change in the weeks since these positions were reported.
